Sorry about the map being so big

I am trying to understand how to read this map. I am looking at the THICK black line over cuba that read 16 over the CONUS and 8 over the bahamas - what does that line represent? What does this show for tropical weather patterns?

Any insight would greatly be appreciated.

It looks like to me that a trough of low pressure is moving east. Thus making that hurricane going due west. This is my opinion. I could be wrong. TOMMY
