Does the NHC provide information on the hurricanes to Mexico or do they have their own weather service? I was curious if they followed the NHC advisories and this agency provided them information or they have their own?

The answer is yes and yes. Within the World Meteorological Organization, NHC is known as a "Regional Specialized Meteorological Center" or RSMC. This means NHC has responsibility for issuing forecasts on tropical cyclones in this part of the world. Other countries do have their own met services, and they are responsible for issuing tropical cyclone warnings (as opposed to the forecasts).
